Professor McKee has extensive experience in curriculum development and educational reform initiatives ranging from educational leadership development to policy development in Louisiana's Department of Education. She has provided customized leadership training programs to school districts and helped to develop state-wide training modules. Her teaching experience includes educational leadership training for teachers, principals and district staff, secondary language arts and gifted education.

Professor Whelan has served as an assistant state superintendent and state director of technology for Louisiana. She has been a faculty member at both The University of Louisiana at Lafayette and LSU, working with teacher education programs in the area of early childhood education. Her focus areas are early childhood education and educational technology, having worked as an elementary teacher, counselor and testing specialist.

Professor Fordham's primary areas of interest are assessment, program development and program evaluation. She has taught secondary language arts, developed curriculum in middle school and secondary language arts, created training programs and workshops for secondary teachers and college faculty, taught in teacher education programs and developed both program-level and institutional level assessment systems.

The Core Principles
As developed by the Advisory Council, the mission of the TPCP program at Tulane University is to produce graduates who:
-Are dedicated to a lifelong professional commitment as educational leaders
-Apply a rigorous academic foundation using informed practice, information technology, and the ability to think creatively and reflectively
-Are compassionate educators who demonstrate multicultural sensitivity such that high levels of achievement can be a reality for all learners
This mission statement forms the basis for the core principles or tenets of the Tulane TPCP model, and led to the development of five core assessable objectives. These measurable outcomes were used to create/revise curriculum, to begin development of an assessment for improvement plan, and to guide continuing strategic planning for the program.
Tenet I: Educational Leadership
Assessable Objective 1: Candidates possess a professional commitment to learning and demonstrate it appropriately through modeling enthusiasm and care in education contexts as well as demonstrating and developing leadership skills.
Tenet II: Rigorous Academic Foundation
Assessable Objective 2: Candidates possess a rich and deep mastery of content and subject specific pedagogy
Tenet III: Informed Reflective Practice
Assessable Objective 3: Candidates use methods based on research and data, understand how to model and re-model their informed practice, use student achievement data to continuously improve their pedagogical content knowledge and demonstrate creative and critical thinking skills.
Tenet IV: Technological Literacy
Assessable Objective 4: Candidates demonstrate skill in utilizing digital technology to support the academic achievement of students as well as their own development in reflective and critical thinking and instructional skill.
Tenet V: Multicultural Literacy
Assessable Objective 5: Candidates demonstrate a powerful sensitivity to learner variety and cultural differences, using this knowledge to raise the self-esteem and achievement of all learners, regardless of their backgrounds and characteristics.

In 2001, a student organization, Stand for Children, successfully petitioned to have the Teacher Certification program reopened at Tulane. (The previous teacher education department had been disbanded in the early 1990's.) An articulation agreement with Loyola was developed allowing Tulane students to complete secondary education courses at Loyola, and work was begun on program development in two areas, secondary certification in specific content areas and a coordinate major in the psychology department leading to certification in early childhood education. An Advisory Council for the Teacher Preparation and Certification Program (TPCP) was formed, along with a subcommittee for Early Childhood Education. In 2002, the Louisiana Board of Elementary and Secondary Education granted preliminary approval for reinstating an alternate certification program at Tulane, and the final submission of Tulane's TPCP's documents requesting full approval from the state was made in February of 2005. In August of 2005, Tulane received approval from the Board of Regents and the Louisiana Department of Education for three non-masters/alternate certification programs: Early Childhood (PreK-3); Secondary (6-12); and Dance (K-12). Second stage unit approval was granted to Tulane's Teacher Preparation and Certification Program Unit by the State Board of Elementary and Secondary Education in December 2005.
The current model for Tulane's Teacher Preparation & Certification Program has evolved since 2001 through discussions among the Liberal Arts & Sciences faculty, the LAS Curriculum Committee, the TPCP Advisory Council, and members of the New Orleans public school community. From these discussions, a salient conceptualization emerged. Tulane University will introduce new teachers into the field who are highly qualified in a manner specific to Tulane graduates, having been immersed in a rigorous interdisciplinary program which demands high levels of ability and achievement and which focuses on the available scientific research base of teaching and learning.
Tulane University's institutional mission is:
-to create, communicate, and conserve knowledge in order to enrich the capacity of individuals, organizations and communities to think, to learn, and to act and lead with integrity and wisdom.
The strands of information-based decision-making, leadership, creative and critical thinking, and integrity which form the foundation of Tulane's institutional mission were both extended and complemented in the conceptual framework developed for Tulane's emerging Teacher Preparation & Certification Program. The TPCP Advisory Council will continue to evaluate and update the implementation of this conceptual framework using the information gained from program evaluations.
